Taiwan Mobile and Kaia sign MOU to accelerate expansion of Taiwan's Web3 ecosystem
Four key points of the MOU: joining forces to strengthen the Web3 community, expand blockchain infrastructure, jointly explore fiat and virtual asset deposit and withdrawal solutions, and build a decentralized finance (DeFi) ecosystem.

Taiwan Mobile Co., Ltd (hereinafter referred to as Taiwan Mobile), through its wholly-owned subsidiary Fu Sheng Digital, has established the "Taiwan Mobile Virtual Asset Exchange (TWEX)"—Taiwan's first virtual asset exchange created by a major corporate group. Emphasizing three core features: "simple, low barrier to entry, and trustworthy," TWEX is committed to mainstreaming the virtual asset industry. Since its launch in May this year, it has gained over ten thousand registrations in a very short time, with business owners investing millions to purchase Bitcoin.
To accelerate the expansion of Taiwan’s Web3 ecosystem, Taiwan Mobile announced on September 5, 2025, a Memorandum of Understanding (MoU) with the Kaia blockchain. Leveraging Taiwan Mobile’s brand trust and influence, along with Kaia’s extensive Asian community and blockchain technology expertise, the two parties will join forces to expand Taiwan’s Web3 user base, explore fiat-to-virtual asset on/off-ramp solutions, and establish and promote compliant DeFi infrastructure, laying the foundation for next-generation decentralized applications. Together, they aim to build an open, secure, and inclusive Web3 ecosystem in Taiwan.
Taiwan Mobile Partners with Kaia to Accelerate Expansion of Taiwan’s Web3 Ecosystem
Kaia is a Layer 1 blockchain formed by the merger of Asia’s two tech giants, Kakao (Klaytn) and LINE (Finschia). Its mainnet officially launched in August 2024. Through deep integration with LINE’s social ecosystem, Kaia enables developers to easily deploy decentralized applications (dApps) and decentralized financial services (DeFi), and has already accumulated 250 million users across Asia.
Kenju Han, Vice President of Taiwan Mobile’s Web3 division and General Manager of Fu Sheng Digital, said the collaboration aims to unlock greater potential in Taiwan’s Web3 space. By combining Kaia’s blockchain technology with Taiwan Mobile’s broad reach, they can lower entry barriers, expand infrastructure, and bring diverse Web3 applications to millions of users.
Kaia has closely collaborated with LINE to transition users from the Web2 world into Web3. Taiwan Mobile shares the same mission: while strengthening compliance and user security, both parties will combine their strengths to set new benchmarks for Web3 application development.

Sangmin Seo, Chairman of the Kaia Foundation, stated that Taiwan is one of the most promising Web3 markets in the Asia-Pacific region, and they are delighted to partner with Taiwan Mobile. Through this collaboration, they aim to build robust blockchain infrastructure in Taiwan, leverage Taiwan Mobile and TWEX to advance compliant fiat-to-virtual asset on/off-ramp solutions, accelerate the adoption of Kaia Coin and Web3 services, and jointly deliver safer and more trustworthy virtual asset experiences for users.
MoU Focuses on Four Key Areas
The MoU covers four major areas of cooperation:
First: Growing the Web3 Community
Both parties will focus on cultivating Taiwan’s Web3 community, building a diverse and active environment for developers and users, and encouraging the implementation of innovative applications.
Second: Blockchain Infrastructure
Jointly advancing blockchain infrastructure to strengthen foundational systems and lay the groundwork for next-generation decentralized applications.
Third: Fiat and Virtual Asset On/Off-Ramp Solutions
Accelerating interoperability between fiat and virtual assets by exploring compliant fiat on/off-ramp solutions to lower the barrier for mainstream users entering Web3.
Fourth: DeFi Ecosystem
Promoting a compliant decentralized finance (DeFi) ecosystem by jointly establishing a DeFi environment that meets Taiwan’s regulatory requirements, enhancing security and trust.
Going forward, the two parties will combine Taiwan Mobile’s user base and brand influence with Kaia’s technical expertise and international ecosystem to set a new benchmark for collaboration between the telecommunications technology and blockchain industries in Taiwan, striving to build an open, secure, and inclusive Web3 ecosystem.
