These policies and measures shall take effect from January 1, 2024, and remain valid until December 31, 2028.
TechFlow, on January 4, the General Office of the Shanghai Municipal People's Government issued a notice titled "Several Measures for Promoting the Healthy Development of Online New Economy in Shanghai," aiming to advance the healthy development of the online new economy.
The measures include advancing the construction of next-generation computing infrastructure, accelerating the development of urban blockchain infrastructure, enhancing innovation capabilities in large AI models, and exploring the establishment of a regulated pilot Web3.0 ecosystem, among others.

Several Measures for Promoting the Healthy Development of Online New Economy in Shanghai
To implement the "Guiding Opinions of the General Office of the State Council on Promoting the Standardized and Healthy Development of Platform Economy" and the Municipal Party Committee and Municipal Government’s "Opinions on Comprehensively Advancing Digital Transformation of Shanghai City," supporting online new economy that integrates online and offline operations as a key breakthrough for high-quality economic development and urban digital transformation, increasing policy innovation and pilot initiatives, promoting deep integration of digital technologies with the real economy, fully stimulating digital transformation momentum across all entities, and accelerating the building of a modern economic system and new advantages in international competition, the following policy measures are hereby formulated:
I. Tiered Cultivation of Digital Economy Business Entities
(1) Strengthen support for headquarters-type enterprises. Online new economy enterprises recognized as headquarters-type enterprises in Shanghai may be included, as per regulations, in the list of key-supported employers for non-local university graduates seeking employment in Shanghai, and will receive compliant support in areas such as talent residency and entry-exit, cross-border RMB transactions, cross-border logistics, and data circulation. Support headquarters-type enterprises in striving for honors such as “China Internet Top 100,” “Top 100 in Software and Information Technology Services Competitiveness,” and “Top 100 in National Electronic Information Competitiveness.” Qualified headquarters-type investment projects will be included in Shanghai’s major engineering project support mechanism and supported in planning adjustments and inter-departmental and cross-regional coordination as permitted by law. (2) Support platform enterprises in playing a leading role in industrial chains. Guide local online new economy platform enterprises to reasonably set service fees such as payment settlement and platform commissions, and provide certain support to high-quality small and micro merchants in merchant onboarding, shop deposits, promotional campaigns, information services, and professional training. (3) Encourage seed-stage enterprises to go public and raise funds. Support online new economy enterprises that align with national strategies, have broken through core technologies, and enjoy high market recognition to be included in the database for reform and listing preparation as per regulations. Encourage qualified red-chip online new economy enterprises to return to domestic capital markets, and legally support eligible platform enterprises in listing both domestically and overseas. II. Building Livable and Work-Friendly Spaces
(4) Improve the comprehensive supporting environment of online new economy eco-parks. Accelerate the construction of three online new economy eco-parks—“Changyang Show Belt,” “Zhangjiang Online,” and “Hongqiao Origin” (hereinafter referred to as “the three eco-parks”). Improve surrounding public transportation, accelerate the implementation of Phase II of Metro Line 18, Metro Line 21, and the western section elevation of the Outer Ring Road, and promote planning studies for Metro Lines 24, 26, and 27. Promote coordinated development between the three eco-parks and areas such as Yangpu National Demonstration Base for Innovation and Entrepreneurship, Zhangjiang Science City, and Hongqiao International Central Business District, and improve living facilities including early childhood education and commercial services. Strengthen the construction of subsidized rental housing; according to the principle of “integration of industry and city, balance between work and residence,” aim to build or secure an additional 50,000 units of subsidized rental housing around the three eco-parks by 2025. (5) Encourage innovative construction and management models for online new economy eco-parks. Support park developers and operators to collaboratively build industrial technology platforms, public service centers, and co-working spaces with resident enterprises. Accelerate the construction of new digital infrastructure within parks, and encourage pilot applications of innovative sectors such as 5G+, digital humans, driverless vehicles, and service robots based on each park’s unique application scenarios. Support the three eco-parks in strengthening talent development, innovating talent evaluation methods, and exploring market-oriented talent evaluation mechanisms. (6) Create new models for flexible employment services. Promote participation of flexible workers in the housing provident fund system, support qualified individuals engaged in content creation, creative design, live-stream e-commerce, and other online new economy activities to register various types of business entities, and use the “One-Stop Service” platform to provide integrated services for entity registration, tax-related matters, and employment protection for flexible workers. Pilot programs in municipal-level online new economy eco-parks will support online new economy platforms and third-party service providers in offering agency services for flexible workers on platforms. III. Building New-Type Infrastructure Supporting Advanced Productivity
(7) Promote the construction of next-generation computing infrastructure. Encourage high-quality online new economy enterprises to participate in the construction of Shanghai’s artificial intelligence computing centers, jointly creating a multi-tiered commercial intelligent computing cluster for the city. Establish a municipal-level intelligent computing resource scheduling platform to build scalable and advanced computing scheduling and supply capacity, and support online new economy enterprises that have completed intelligent computing deployments to join the unified scheduling system. Support the development of software-hardware compatibility systems for intelligent chips to reduce enterprise adaptation costs. (Responsible unit: Municipal Commission of Economy and Informatization)
(8) Accelerate the development of urban blockchain infrastructure. Advance the construction of the “Pujiang Chain” urban blockchain digital infrastructure system, build dedicated computing clusters and distributed open networks, and create public foundational service platforms enabling convenient blockchain access, usage, and cross-chain interoperability. Develop benchmark demonstration scenarios in fields such as government and public services, data circulation, cross-border trade, shipping logistics, supply chain finance, and industrial internet. Encourage high-quality enterprises and research institutions to jointly conduct technological breakthroughs and ecosystem building, establishing a fully independent innovation system along the entire blockchain value chain. Actively explore international cooperation and establish cross-chain open application pilots. (9) Improve mechanisms for open circulation of data elements. Increase openness of public data and establish improved data operation mechanisms such as protocol-based and authorized data sharing. Encourage online new economy enterprises to integrate public and social data for innovative applications, aiming to build over 30 pilot demonstration projects by 2025. Construct the Lingang New Area International Data Hub Pilot Zone to create a one-stop service window for cross-border data. Support the Shanghai Data Exchange in cultivating specialized segments for online new economy; online new economy data products listed for trading that reach certain transaction thresholds will be eligible for special subsidies as per regulations. (10) Enhance innovation capabilities in large AI models. Support local online new economy enterprises in developing internationally competitive large models, encourage the formation of data flywheels to accelerate model iteration, and provide special rewards to enterprises achieving significant results as per regulations. Qualified large model applications will be included in the list of AI demonstration applications and recommended directories for innovative products. Support state-owned enterprises and public institutions in opening up application scenarios for large models and encourage adoption of tested and evaluated large model products and services. Establish a large model corpus data alliance and encourage online new economy enterprises to jointly advance high-level corpus data element development. (11) Explore the development of a regulation-first Web3.0 ecosystem. Support online new economy enterprises in conducting R&D on Web3.0 technologies such as smart contracts, network operating systems, and digital identity authentication. Open up application scenarios in data asset ownership confirmation, supply chain management, business credit, product traceability, and cross-border trade circulation, and encourage online new economy enterprises to develop decentralized applications. IV. Developing Open Application Scenarios for Thriving New Business Models
(12) Empower digital transformation in manufacturing. Promote scenario openings by “digital transformation leaders” in local industries such as integrated circuits, textiles, and automobiles, encouraging collaboration with online new economy platform enterprises to co-create key industry digital supply chains, build networks of smart factories, industry-specific data spaces, green and low-carbon systems, supply chain finance, and large AI model applications. Support online new economy enterprises in collaborating with industrial internet service providers and local specialized industrial parks to drive “platform + park” integrated innovation. (13) Promote intelligent and shared mobility solutions. Expand coverage of autonomous driving test roads, gradually open expressways, and encourage companies in emerging mobility sectors to launch demonstration applications for smart taxis and new unmanned delivery services. Optimize the overall control and dynamic adjustment mechanism for internet bike-sharing, increase deployment in densely populated suburban areas, and simultaneously strengthen operational dispatching. (14) Optimize internet healthcare experiences. Broaden医保coverage for certain chronic diseases, optimize the service model of internet hospitals, and promote the establishment of an end-to-end management system covering online diagnosis, prescription issuance, drug efficacy tracking, and remote follow-ups. Improve online medical insurance payment and settlement, and establish an internet healthcare security system covering “medical care + pharmaceuticals + insurance.” (Responsible units: Municipal Health Commission, Municipal Medical Insurance Bureau)
(15) Promote orderly development of online education. Improve standards for educational digital foundations and guide enterprises to develop diverse digital education services and applications based on these standards. Open up online education application scenarios across different stages and types of education, establish a supply mechanism of “government coordination, enterprise construction, school procurement,” and promote the development and application of high-quality online training courses for technical and skilled personnel. V. Aggregating Innovative Elements to Boost Industrial Vitality
(16) Support enterprises in enhancing technological innovation capabilities. Support online new economy enterprises in applying for various municipal industrial special funds and national major science and technology projects. For key strategic and public-interest projects clearly identified by the state or the city, upon approval by the municipal government, support may reach up to 50% of the approved total investment, with a maximum funding amount of 50 million yuan. Support online new economy enterprises in increasing R&D investment and actively applying for designation as high-tech enterprises. Qualified products and services in the online new economy sector will be supported in inclusion into Shanghai’s recommended directory of innovative products for reference in government and state-owned enterprise procurement. Enterprises applying for designation as patent pilot or demonstration enterprises may receive appropriate bonus points as per regulations. (17) Promote innovation in diversified financial service models. Support financial institutions in Shanghai in piloting financial innovations such as data loans, cloud usage loans, data trusts, technology insurance, and intellectual property pledge financing. Support the establishment of an online new economy industry fund to provide targeted financing services for qualified online new economy enterprises expanding their businesses or pursuing equity restructuring, red-chip returns, mergers, and acquisitions. Support online new economy enterprises in collaborating with digital RMB pilot operators to expand the integration of digital RMB with new internet technologies and business models. (18) Strengthen multi-tiered talent attraction, cultivation, utilization, and retention. Recommend enterprises ranked in the current year’s top 100 and top 100 high-growth firms in Shanghai’s software and IT services sector, if meeting conditions, to be included in the city’s key institutions for talent introduction. Support online new economy enterprises in applying for the Oriental Talent Program teams and youth projects, and increase rewards and grants for industry-leading talents. Smooth career evaluation and title assessment channels for professionals in new occupations such as digital creative design and digital operations, and explore alignment mechanisms between international professional qualifications and title evaluations in the IT field. Support priority pilot programs in vocational education pathways related to online new economy, and add master’s and doctoral programs. VI. Establishing Safeguards for Prosperous and Healthy Industry Development
(19) Strengthen dynamic monitoring of online new economy enterprises. Establish an online new economy coordination mechanism to resolve major industry development issues. Precisely connect with online new economy enterprises and implement all measures under the “Enterprise Service Package.” Improve the “Pujiang Star River” online new economy enterprise service contact system and establish a direct reporting mechanism for major enterprise events. Enhance industry operation monitoring and statistical analysis in key sectors, and conduct real-time monitoring and early warnings for major industry-wide issues. (20) Improve industry development service systems for online new economy. Around areas such as data compliance, cybersecurity, platform governance, overseas expansion, and market financing, establish third-party professional compliance service teams to provide compliance assessment, consulting, legal aid, and other professional services. Further refine systems exempting minor violations from administrative penalties, deepening inclusive and prudent regulation. Strengthen support for high-quality digital content enterprises and products going global, improve incubation mechanisms for overseas expansion of products, services, and brands, and facilitate repatriation channels for overseas business revenues. Support cross-border e-commerce platforms, logistics, and trading enterprises in jointly building and sharing “overseas warehouses” to enhance the “Premium Global Products” brand.
