The official website of the Ministry of Industry and Information Technology of the People's Republic of China shows that five departments—the General Office of the Ministry of Industry and Information Technology, the General Office of the Ministry of Education, the General Office of the Ministry of Culture and Tourism, the General Office of the State-owned Assets Supervision and Administration Commission of the State Council, and the General Office of the State Administration of Radio and Television—jointly issued the "Three-Year Action Plan for the Innovative Development of the Metaverse Industry (2023–2025)." The document states that by 2025, breakthroughs will be achieved in metaverse technologies, industries, applications, and governance, making it a significant growth engine for the digital economy. The industry will expand in scale, feature rational spatial distribution and a well-developed technical system, further strengthen its foundational technological support capabilities, and reach advanced global levels in comprehensive strength. Three to five globally influential ecosystem-type enterprises and a number of specialized SMEs with unique expertise will be cultivated, along with the creation of three to five industrial clusters. Initial achievements will be realized in the development of industrial metaverse, delivering a series of typical applications and establishing benchmark production lines, factories, and parks. Representative metaverse software and hardware products will achieve large-scale deployment, forming new services, models, and business forms in consumer markets and public services. Current key tasks include building an advanced metaverse technology and industrial system, fostering three-dimensional interactive industrial metaverses, creating immersive digital life applications, establishing comprehensive industrial support systems, and constructing a secure and trustworthy industrial governance framework. The document emphasizes strengthening integrated innovation in key technologies, enhancing the convergence and breakthroughs of next-generation information technologies such as artificial intelligence, blockchain, cloud computing, and virtual reality within the metaverse, and promoting the integration of critical metaverse technologies—including intelligent generation algorithms, distributed identity authentication, and data asset circulation—into major national science and technology programs.

Nuôi dưỡng 3-5 doanh nghiệp sinh thái có ảnh hưởng toàn cầu và một loạt doanh nghiệp vừa và nhỏ chuyên sâu đặc biệt mới, xây dựng 3-5 khu tập trung phát triển ngành công nghiệp. Phát triển công nghiệp metaverse bước đầu thu được hiệu quả, tạo ra một loạt ứng dụng tiêu biểu, hình thành một số dây chuyền sản xuất, nhà máy, khu công nghiệp tiêu chuẩn mẫu. Hiện tại nhiệm vụ trọng tâm là xây dựng hệ thống công nghệ và công nghiệp metaverse tiên tiến, nuôi dưỡng metaverse công nghiệp ba chiều tương tác, phát triển ứng dụng số sống trải nghiệm tương tác, xây dựng hệ thống hỗ trợ công nghiệp toàn diện, đồng bộ, xây dựng hệ thống quản trị công nghiệp an toàn, đáng tin cậy. Văn kiện chỉ ra cần tăng cường đổi mới tích hợp công nghệ then chốt, thúc đẩy đột phá tích hợp công nghệ thông tin thế hệ mới như trí tuệ nhân tạo, blockchain, điện toán đám mây, thực tế ảo trong metaverse, thúc đẩy việc bố trí các công nghệ then chốt metaverse như thuật toán tạo nội dung thông minh, xác thực danh tính phân tán, lưu thông tài sản dữ liệu vào các dự án khoa học công nghệ trọng đại quốc gia.
