Vitalik emphasized that Base uses a non-custodial model, where user funds are controlled by Ethereum L1, making it impossible for operators to steal or block withdrawals. Even if the L2 shuts down, users can automatically withdraw their funds, demonstrating true decentralized security characteristics rather than just submitting data hashes.
