This may mean that only 11 FOMC members will vote on this week’s policy decision, instead of the usual 12. Although Governors Waller and Bowman are expected to possibly dissent by supporting a rate cut this month, the committee is still likely to maintain rates unchanged by an overwhelming majority. According to Fed policy, if a regional Fed president is absent, another president can serve as a substitute voter. However, there is no substitute for a Board of Governors member.
