TechFlow, July 17 — According to Jinshi Data and the Financial Times, two officials familiar with the talks said the European Union is preparing a potential list of tariffs and export control measures targeting U.S. services as one possible retaliatory response if trade negotiations with the United States break down. The European Commission is drafting this package of measures in response to Trump's tariff policies, which still needs to be submitted to EU member states.
In addition, EU countries have already been discussing a retaliation proposal targeting €72 billion worth of annual U.S. imports—including imposing tariffs on Boeing aircraft, automobiles, and bourbon whiskey—and the newly drafted list will further expand upon this.
