TechFlow news, June 22 — According to Cointelegraph, U.S. Senator Cynthia Lummis recently introduced the Responsible Innovation and Safety for Experts (RISE) Act of 2025, aimed at providing civil liability protection for AI developers while requiring them to disclose model specifications. The bill primarily applies to scenarios where professionals (such as doctors and lawyers) use AI tools, mandating developers to enhance transparency so that professionals can better understand the capabilities and limitations of AI tools.
Experts have described the bill as "timely and necessary," but critics argue it overly favors AI developers, lacks sufficient transparency requirements, and does not cover cases where ordinary users directly employ AI. Compared to the EU's AI regulatory framework, which emphasizes human rights, the RISE Act adopts a risk-based approach.
