He emphasized that the real issue lies in "non-tariff cheating," including allowing China to circumvent tariffs through Vietnam, intellectual property theft, and value-added taxes. Navarro described these proposals as merely "small first steps" and stated that the Trump administration will stick to the tariff policy announced last week. Meanwhile, Trump has threatened to impose an additional 50% tariff on China unless China removes its retaliatory tariffs on U.S. imports.
