The 10% base tariff, effective at U.S. seaports, airports, and customs warehouses, marks Trump’s complete abandonment of the post-WWII tariff rate system negotiated with various parties. Kelly Anne Shaw, White House trade advisor during Trump’s first term, said, “This is the biggest trade action we’ve seen in our lifetimes,” and she expects tariffs will evolve over time as countries seek negotiations to lower rates. “But this is huge.
