Waters and Republican Representative Patrick McHenry have been working since 2022 to develop a regulatory framework bill for stablecoins. Waters emphasized that the new legislation should prioritize consumer protection and strong federal oversight, while allowing multiple pathways for stablecoin creation, with the Federal Reserve playing a leading role.
McHenry expressed optimism, although Congress has limited time to complete legislation by year-end. This effort could bring an end to Washington's two-year debate over stablecoin regulation.
