TechFlow news: The General Office of the Shanghai Municipal People's Government has released a notice on "Several Policy Measures for Promoting the Healthy Development of Online New Economy in Shanghai," aiming to drive the healthy development of the online new economy. Key policy initiatives include:
- Advancing next-generation computing infrastructure and accelerating urban blockchain infrastructure development.
- Enhancing innovation capabilities of artificial intelligence large models.
- Exploring the establishment of a pilot-first Web3.0 ecosystem.
In particular, the Shanghai municipal government will promote the construction of the "Pujiang Blockchain" urban blockchain digital infrastructure system, creating dedicated computing clusters and distributed open networks to build public foundational service platforms that support convenient access to, use of, and interoperability across blockchains. A series of blockchain benchmark demonstration scenarios will be developed in areas such as government public services, data circulation, cross-border trade, shipping logistics, supply chain finance, and industrial internet. Meanwhile, high-quality enterprises and research institutions will be encouraged to jointly conduct technological breakthroughs and co-build ecosystems, establishing a fully integrated, self-innovative blockchain technology chain. Active international collaboration will be pursued to create cross-chain open application pilot projects.
In addition, the Shanghai municipal government expressed support for online new economy enterprises conducting research and development in Web3.0 technologies such as smart contracts, network operating systems, and digital identity authentication. Enterprises are encouraged to build decentralized applications in scenarios including open data asset ownership, supply chain management, business credit, product traceability, and cross-border trade circulation.
