The government recommends bail before sentencing but argues that he still poses a flight risk, requiring restrictions during his stay in the U.S. and preventing him from returning to the UAE.
The government notes that Zhao has no ties to the United States, with his family and assets located entirely in the UAE, giving him strong incentives to evade U.S. justice. It requests the court to require Zhao to remain within the United States during the period between his guilty plea and sentencing.
