He stated that cryptocurrency exchanges like Binance and Coinbase are merely "playing a short-term game of regulatory arbitrage," allowing an unregulated, post-apocalyptic-like market to rapidly grow. Therefore, the SEC's enforcement sweeps in crypto will never cease. Stark founded the SEC's Office of Internet Enforcement and served as its director for 11 years.
