Sources say that if Zhao were to step down, Richard Teng would be a leading candidate to take over as Binance's chief executive.
In recent months, increased scrutiny of Binance by U.S. regulators has made the succession issue more pressing. At the end of March, the U.S. Commodity Futures Trading Commission (CFTC) accused Binance and Zhao of violating derivatives regulations and alleged "false" compliance practices. Binance has not responded to requests for comment on the succession matter. However, Zhao has disputed the CFTC's allegations against him.
The report notes that Richard Teng previously held senior roles at Singapore’s central bank and the Abu Dhabi Global Market Free Trade Zone, making him an ideal candidate to help Binance navigate regulatory challenges. According to his LinkedIn profile, he spent 13 years at the Monetary Authority of Singapore before joining the Abu Dhabi Global Market, where he worked for six years. His profile also shows he holds a Master's degree in Applied Finance from the University of Western Australia.
