To vigorously develop the blockchain industry and seize development opportunities, Hunan Province recently released its first provincial-level blockchain industry development action plan, the "Hunan Province Blockchain Industry Development Three-Year Action Plan (2020–2022)." The plan aims to build over 10 blockchain public service platforms by 2022, enable blockchain adoption for 30,000 enterprises, establish around five blockchain industrial parks, and achieve an industry revenue of 3 billion yuan.
According to the action plan, Hunan will actively expand blockchain applications across industries. On one hand, it will broaden application scenarios by promoting blockchain technology in areas such as social governance, social assistance, intellectual property, supply chains, and industrial testing and evidence storage, exploring innovations in digital economy models. On the other hand, it will carry out sector-specific application demonstrations, leveraging Hunan's industrial foundations and development planning to organize integrated innovation demonstrations of blockchain convergence at enterprise, regional, and specialized levels in sectors including industry, finance, commerce, government services, and culture.
Hunan will launch five major special initiatives:
1. **Integrated Development of Industrial Blockchain**: Promote innovative applications of "Industrial Internet + Blockchain."
2. **Financial Blockchain Credit Co-construction Initiative**: Advance financial information sharing based on blockchain and blockchain-powered industrial finance.
3. **Innovation in Logistics Blockchain Applications**: Support blockchain applications in freight and logistics, and build a blockchain service platform for cross-border e-commerce.
4. **Public Service Blockchain for Collaborative Governance and Public Convenience**: Promote open access, sharing, and co-governance of government data; encourage blockchain demonstration applications in public welfare services.
5. **Cultural Blockchain Value Innovation Initiative**: Advance and explore innovative developments in blockchain for digital content and digital copyright.
