Cyberspace Administration of China: Key cyber legislation will be advanced by 2026, and the development of cyber rule-of-law frameworks concerning foreign-related matters will be expanded.
The Cyberspace Administration of China held the National Internet Rule-of-Law Work Conference in Beijing. The conference emphasized that 2026 marks the 105th anniversary of the founding of the Communist Party of China and the inaugural year of the 15th Five-Year Plan. To effectively carry out internet rule-of-law work in the current period and the foreseeable future, the following priorities must be observed: First, emphasize coordinated planning—strengthen leadership and organizational oversight, strategic planning guidance, and institutional development to enhance the overall effectiveness of internet rule-of-law work. Second, accelerate progress and improve efficiency—advance key internet-related legislation, reinforce intra-Party regulatory frameworks, expand extraterritorial internet rule-of-law initiatives, and continuously refine the internet legal norm system. Third, focus on law enforcement—intensify internet law enforcement in key areas, consolidate foundational capabilities for internet law enforcement, provide robust supervision and guidance over such enforcement, and elevate the competence and capacity of internet law enforcement efforts. Fourth, uphold fairness and justice—promote refinement of judicial governance rules for cyberspace, deepen judicial protection of internet-based rights and interests, strengthen judicial punishment of cybercrime, and continuously reinforce the judiciary’s functional role in internet governance. Fifth, prioritize legal education and publicity—enrich the content and substance of internet-based legal awareness campaigns, deepen branding efforts for internet legal education, establish a holistic “internet-wide legal education” framework, and leverage internet legal education as a foundational element. Sixth, ensure administration in accordance with law—enhance officials’ legal literacy, strengthen oversight of power exercise, standardize administrative reconsideration and litigation responses, and expedite the construction of a rule-of-law government within the cyberspace administration domain.
