Tehran has set preconditions for holding talks with the U.S. on “lasting peace.” These preconditions include an immediate halt to attacks, guarantees against future attacks, and compensation for damages. Under a permanent peace agreement, Tehran demands tolls be levied on vessels transiting the Strait of Hormuz, with fees varying by vessel type, cargo carried, and prevailing transit conditions.
