According to JIN10 Data, the General Office of the Ministry of Industry and Information Technology (MIIT) issued a notice on launching a special initiative to empower small and medium-sized enterprises (SMEs) with inclusive computing power. The notice highlights innovation in inclusive computing power service models. It calls for improving dedicated SME sections on the China Computing Power Platform, the China SME Service Network’s computing power resource matching section, and the National Computing Power Internet Service Node section (collectively referred to below as the “SME platform sections”) to enable precise matching between SME demand and computing power supply. Flexible payment models—including charging per GPU-hour, per CPU-core-hour, and via tokens—are to be promoted. Innovative business models such as “computing power banks” and “computing power supermarkets” will be explored, enabling SMEs to deposit idle computing resources and flexibly draw upon them through cross-regional and cross-temporal scheduling. The Artificial Intelligence SME Startup Support Program will be implemented; local authorities are encouraged to issue “computing power vouchers,” “storage power vouchers,” and “network bandwidth vouchers” to SMEs aligned with industrial development priorities via the SME platform sections, while streamlining their acquisition and usage procedures.
