Jiang Xiaoquan, Director of the National Data Expert Advisory Committee and former Deputy Secretary-General of the State Council, stated that AI applications aimed solely at reducing labor costs—without improving service quality or promoting environmental sustainability—must be approached with caution. AI deployment cannot be left entirely to market forces; when technology inflicts extreme harm on people, government intervention is essential. Xue Lan, Dean of Tsinghua University’s Schwarzman College and Director of the Institute for AI International Governance, also proposed defining clear boundaries for AI applications at the forum.
