TechFlow, November 9 — According to Jinshi Data, Senate Majority Leader Thune said bipartisan negotiations in the Senate to end the federal government shutdown have made positive progress. Lawmakers are working to reach an agreement to temporarily reopen the government and propose three longer-term appropriations bills for certain agencies. Republican senators had hoped to release the full text on Saturday of three annual appropriations measures for fiscal year 2026, covering agriculture, food and nutrition programs, military construction, veterans' programs, and funding for congressional operations. The proposal would fund these activities through September 30, 2026. However, by the end of the workweek, both parties had not reached an agreement to restart the government, nor had they released the annual appropriations bills to the public. The Senate will attempt negotiations again in a rare Sunday session.
