TechFlow news, on August 19, according to Jinshi Data, U.S. Secretary of Commerce Lutnick confirmed that the U.S. government is negotiating with Intel (INTC.O) to replace subsidies under the CHIPS and Science Act with an equity stake. Lutnick said on Tuesday that the plan would not grant the U.S. government governance or voting rights in the company. He criticized the chip act signed by former President Biden, saying it provided subsidies to semiconductor manufacturers without delivering any returns to American taxpayers. In an interview, Lutnick said, "This is not governance—we are simply converting Biden-era appropriations into equity, which carries no voting rights." The negotiations with Intel mark a significant shift in U.S. semiconductor policy. If finalized, it could pave the way for similar agreements with other chipmakers. Lutnick also stated that the U.S. wants to rebuild part of its domestic chip manufacturing capacity due to national security concerns.
