TechFlow reports that Ethereum co-founder Vitalik Buterin responded on the X platform to the claim that "all major L2 networks on the current mainnet could technically steal user funds," stating an important detail: Phase 1 rules require a 75% voting threshold from the Security Council to override the code, and blocking quorum members (i.e., ≥26%) must come from outside the company. Both Optimism and Arbitrum meet this requirement. Therefore, these organizations cannot unilaterally steal funds.
