He emphasized that while AI regulation would ideally be handled by Congress, given Congress’s inaction, California has a responsibility to move forward with legislation.
Wiener rejected claims that the bill could harm national security and dismissed arguments that it might drive companies out of California. He stated that SB 1047 would in fact strengthen national security and applies to all companies operating in California.
Notably, the bill has received support from national security experts including former U.S. Air Force Lieutenant General John Shanahan and former Assistant Secretary of Defense Andrew Weber. Shanahan praised the bill as a balanced legislative proposal, while Weber highlighted how it helps establish necessary safeguards to prevent adversaries from stealing advanced AI systems.
