The lawyer emphasized that based on legal grounds—including the European Convention on Extradition, bilateral agreements with the United States, and domestic laws supported by international law—they are absolutely certain that Do Kwon should return to South Korea.
In light of extradition requests from both South Korea and the United States, the lawyer's remarks imply that, legally speaking, Do Kwon may likely be sent to South Korea.
The Montenegrin Minister of Justice said in an interview last November that the United States is the most important foreign policy partner, suggesting a political decision could be made.
