Rio de Janeiro, Goiás, and Paraná will be the first states to issue identity documents on a private blockchain developed by Serpro, Brazil's National Data Processing Service. A decree released on September 25 stated that nationwide issuance of identity documents via blockchain technology should be possible by November 6.
