The industry will expand in scale, feature rational spatial布局 (layout), and have a well-developed technical system, with further strengthened foundational support capabilities and overall strength reaching advanced global levels. The plan aims to cultivate three to five globally influential ecosystem-level enterprises and a batch of specialized, sophisticated, distinctive, and innovative small and medium-sized enterprises, while building three to five industrial agglomeration zones.
