This is because when Stefan Thomas was developing a JavaScript library for Bitcoin, he frequently used real bitcoins for testing. At that time, Bitcoin was worth less than $1, and he created hundreds of "unspent transaction outputs" (UTXOs), each containing 1 BTC, without keeping the corresponding private keys.
Previously, on January 12, it was reported that former Ripple CTO Stefan Thomas had lost access to his IronKey wallet, which holds 7,002 BTC valued at approximately $230 million. In June 2019, Stefan Thomas admitted that he had lost the private key, resulting in the loss of these coins.
