The Guizhou provincial government recently issued a document titled "Opinions on Accelerating Blockchain Technology Application and Industrial Development," fully promoting the deep integration of blockchain with all sectors of the economy and society. The goal is to establish three to five blockchain open innovation platforms and public service platforms, create two to three blockchain industry bases, introduce and cultivate over 100 growing blockchain enterprises, and develop more than 30 industry-specific blockchain application solutions by 2022.
The document outlines 23 "Blockchain+" special initiatives aimed at enhancing the province's level of blockchain technology application and industrial development. The key to successfully implementing these initiatives lies in building a blockchain ecosystem with strong innovation capacity and independent controllability. To this end, Guizhou has identified four key tasks:
**Build blockchain infrastructure platforms.**
Guizhou plans to accelerate the deployment of blockchain infrastructure, supporting Guiyang-Guian in constructing city-level blockchain infrastructure platforms that provide services nationwide. Meanwhile, it will promote the deployment of standardized, modular blockchain underlying basic services on the "Yunshang Guizhou" (Cloud-based Guizhou) platform.
**Strengthen blockchain standards, regulations, and evaluation system construction.**
Guizhou proposes actively exploring sector-specific and local blockchain standards and regulations, supporting Guiyang-Guian in establishing a comprehensive blockchain testing center to provide blockchain evaluation services. It also aims to rapidly build a full-process blockchain standard system covering technology, platforms, functions, security, and testing, promoting standardized development of blockchain in the province.
**Establish blockchain open innovation platforms.**
Guizhou will support the establishment of innovation hubs, public service platforms, key (engineering) laboratories for blockchain, engineering (technology) research centers, and other open innovation platforms. These platforms will foster collaborative innovation among industry, academia, research institutions, and users, exploring new frontiers in basic research, industrial development, and international cooperation.
**Enhance blockchain talent support.**
Guizhou plans to implement programs such as the "Build Nest Attract Talents Program" and the "Qian-Returning Talent Program" to attract high-end professionals in the blockchain field, and support the establishment of a blockchain expert advisory committee. In addition, the province will support local higher education institutions in collaborating with domestic and international universities and enterprises to offer blockchain-related majors.
