However, Terry Haines, founder of Pangaea Policy, stated in a report to clients this week that such rebate checks are "highly likely." He noted that the idea could be included in an upcoming "budget reconciliation bill" in Congress, which could pass with Republican votes alone. He wrote, "Trump is talking about this with increasing certainty, and Trump and congressional Republicans have the legislative means to make it happen, so the market should treat it as a fact today."
