Market data shows that on Thursday morning, the Shanghai Composite Index broke above 3,900 points, currently trading at 3,924 points with a 1.14% gain at open, reaching its highest level in nearly a decade.
US media: Bureau of Labor Statistics may release CPI report during government shutdown
According to The New York Times, a U.S. government source said that despite the federal government shutdown, the Bureau of Labor Statistics is still preparing to release September’s CPI data. However, the exact release date remains unclear and it will almost certainly not be the originally scheduled October 15. The agency had halted all operations due to funding interruptions, causing it to miss the release of last week’s nonfarm payrolls report. Government sources revealed that the bureau has begun recalling some staff to complete the report. This decision appears linked to the annual cost-of-living adjustment process for Social Security, which relies on third-quarter inflation data. A delay in releasing September’s price data could push back the announcement of cost-of-living adjustments. Other foreign media reports indicate the Bureau of Labor Statistics plans to release the September CPI data before the end of the month.
U.S. Democrats propose adding high-riskDeFiprotocols to "restricted list"
According to Cointelegraph, Democratic members of the U.S. Senate Banking Committee introduced a crypto regulatory opposition proposal on Thursday, suggesting authorizing the Treasury Department to place decentralized finance (DeFi) protocols deemed too risky onto a "restricted list," where using such protocols would be considered criminal. The proposal also calls for implementing KYC rules on crypto application front-ends (including non-custodial wallets) and weakening legal protections for crypto developers.
Crypto lawyer Jake Chervinsky criticized the proposal, saying it "isn't regulating crypto—it's banning crypto," and warned it could undermine bipartisan support previously achieved by the CLARITY Act, which passed the House 294–134. Zunera Mazhar, Vice President of the Digital Chamber of Commerce, said such harsh measures would drive innovation overseas rather than addressing actual risks.
The proposal stands in stark contrast to the bipartisan-supported draft of the Responsible Financial Innovation Act (RFIA), which aims to provide greater protection for crypto developers and reduce excessive SEC regulation.

Binance to remove monitoring labels from GPS and MBL
According to an official announcement, Binance declared on October 9, 2025, that it will adjust labels for several tokens: Wanchain (WAN) will be added to the monitoring label list, while GoPlus Security (GPS) and MovieBloc (MBL) will be removed from monitoring labels. Berachain (BERA), BIO Protocol (BIO), ZKsync (ZK), and LayerZero (ZRO) will have their seed labels removed. Tokens with monitoring labels typically carry higher volatility and risk, requiring users to pass a test and accept terms of service every 90 days to trade. Binance stated it regularly reviews these tokens based on team commitment, quality of development activity, trading volume and liquidity, and network security, with adjustments taking effect shortly after the announcement.

Luxembourg intergenerationalsovereign wealth fundallocates 1% of assets to BitcoinETFs
According to CoinDesk, Luxembourg’s intergenerational sovereign wealth fund (FSIL) has allocated 1% of its assets to Bitcoin ETFs, becoming the first national-level fund in the eurozone to make such an investment.
Luxembourg Finance Minister Gilles Roth disclosed this investment in the 2026 budget report. Established in 2014 with approximately $730 million in assets, the fund primarily invests in high-quality bonds. Under a new investment policy framework approved by the government in July this year, FSIL is authorized to allocate up to 15% of its assets to alternative investments, including private equity, real estate, and crypto assets.
Jonathan Westhead, representative of the Luxembourg Agency for Financial Development, said the fund gained Bitcoin exposure through carefully selected ETFs to avoid operational risks. He noted that a 1% allocation strikes an appropriate balance given the fund’s unique positioning and mission, while sending a clear signal about confidence in Bitcoin’s long-term potential.
