According to Bitcoin Magazine, at the "Bitcoin For America" summit hosted by the Bitcoin Policy Institute (BPI), a Washington, D.C.-based think tank, Michael Saylor, Executive Chairman of Strategy, stated that a strategic Bitcoin reserve represents America's digital sovereignty strategy for the 21st century. Saylor advocates treating Bitcoin as digital property and believes the U.S. should acquire as much Bitcoin as possible to enable "leasing and financing" atop it. Saylor predicts that in the future, there will be hundreds of millions or even billions of people using Bitcoin.

"If they could, people from Asia and Africa would all move to America. They want American money, safety, and values—but they can't get them," said Saylor. "So the next best thing they can do is move their capital into the Bitcoin network, which carries all of America's values, protections, and security."
