TechFlow news, July 17 — According to Russian news agency TASS, the State Duma of Russia has passed a bill on the phased introduction of the digital ruble. The bill will take effect from September 1, 2026, and sets out the implementation timeline for the digital ruble within the payment system.
Under the bill, businesses with annual revenue exceeding 120 million rubles must support digital ruble payments by September 1, 2026; those with annual revenue exceeding 30 million rubles must comply by September 1, 2027; all other businesses must complete integration by September 1, 2028.
The bill also introduces a unified payment QR code system to be operated by Russia's National Payment Card System. Businesses with annual revenue exceeding 20 million rubles must accept digital ruble payments, while those with annual revenue below 5 million rubles or operating in areas without internet connectivity are exempt from this requirement.
