TechFlow reports on February 5, according to Sing Tao News, U.S. Republican Senator Josh Hawley introduced the "2025 American Artificial Intelligence Capability Decoupling from China Act." The bill prohibits U.S. citizens from assisting China in advancing AI development and criminalizes downloading or using AI products from Chinese company DeepSeek, punishable by up to 20 years in prison and a fine of up to $1 million.
The bill also stipulates that AI-related collaborations between U.S. individuals or companies and Chinese universities, colleges, or laboratories may be illegal, with violators facing fines of up to $100 million. Non-U.S. citizens involved in technology transfer could face deportation.
