TechFlow reports that the Legislative Council of the Hong Kong Special Administrative Region has released its first thematic bulletin of 2025, titled "Consolidating Hong Kong's Position as an International Financial Centre." The bulletin states that the Bills Committee of the Legislative Council is currently conducting detailed deliberations on the Companies (Amendment) (No. 2) Bill 2024 and the Stablecoin Bill, aiming to introduce mechanisms facilitating the relocation of overseas-registered companies to Hong Kong, as well as establishing a licensing regime for fiat-backed stablecoin issuers. Regarding fintech development, the House Committee of the Legislative Council has established a dedicated subcommittee to review the application and development of Web3 and virtual asset technologies in Hong Kong, and to make recommendations on the implementation of relevant regulations and policies.
