According to congressional procedure, the minority party (in this case, Democrats) typically recommends candidates to fill minority seats on the committee. The president may choose to follow their advice, but he is under no obligation to do so. Therefore, Democrats might, at Elizabeth Warren's urging, again propose Crenshaw's nomination, but the decision whether to renominate her ultimately lies with Donald Trump himself.
