TechFlow news — Coinbase Protocol lead Jesse Pollak said at EthCC in Paris that next week Optimism will release an "Open Neutrality Framework" as its decentralization guidelines, which Coinbase's Layer 2 network Base will follow. Pollak outlined three commitments from Base: investing in decentralized technology, participating in the Open Neutrality Framework (through collaboration with the Optimism Collective), and funding public goods.
Last week, the Base team launched a mainnet for developers, with a public launch scheduled for early August.
