Second, ensure unimpeded industrial and supply chains. Address critical weaknesses in foundational software, core hardware, and basic materials.
Third, prioritize science and technology for food security. Accelerate biotech breeding, strengthen land conservation and improvement, and enhance the efficiency of fertilizer production and use.
Fourth, enhance energy security based on resource endowments. Improve resource exploration and exploitation capabilities, advance R&D in coal-to-oil and coal-to-gas technologies and smart grids, and promote the development of green and efficient new energy sources.
Fifth, strengthen research in network information technologies. Ensure controllability of network technology systems, intensify R&D in artificial intelligence, and prioritize technological innovation in blockchain and digital currencies.
Sixth, explore how technology can assist urban management. Explore more scientific urban planning layouts and technical pathways for smart cities, and study urban operations and dispatch under extreme conditions in conjunction with pandemic control needs.
