TechFlow News, April 25: According to Russian crypto media Bits.media, Central Bank of Russia (CBR) Governor Elvira Nabiullina stated at a press conference that the core use case for the digital ruble is to automate monitoring of state contract expenditures—replacing the current manual review process. She emphasized that the digital ruble offers no greater transparency than existing non-cash rubles, and that monitoring individual payments constitutes a “misunderstanding.” Nabiullina also pledged that the CBR will neither mandate citizens to open digital ruble accounts nor compel their usage; instead, starting in September, the public will be able to voluntarily experience the digital ruble, with adoption driven by promotional efforts highlighting its advantages. Previously, the CBR had updated the rules governing digital ruble account openings for both enterprises and individuals.
