TechFlow News, March 26: According to a TechCrunch report, U.S. Senator Mark Warner (D-VA) has proposed a tax on data centers driving AI development, with the revenue earmarked to support workers displaced by AI—including funding nursing training programs and AI skills-upskilling initiatives—to ensure communities derive tangible benefits from data center construction.
Background: Entry-level job postings in the U.S. have declined by 35% since 2023, as multiple law firms and tech companies reduce hiring for junior roles that AI can now perform. Warner stated that “AI-driven job loss anxiety is palpable,” and public opposition to data centers continues to intensify—recent polling shows 46% of voters hold negative views toward AI, and Virginia has even seen proposals to repeal data center tax incentives.
Warner explicitly opposes the “data center construction moratorium” bill jointly introduced by Senator Bernie Sanders and Representative Alexandria Ocasio-Cortez, arguing such a pause would cede AI leadership to China. However, he emphasized that the data center industry bears responsibility for “paying for community transitions.” The related legislation has not yet been formally introduced.
