He noted that such populations may grow significantly in the future—including Ukrainians fleeing war, Californians relocating due to domestic pressures, and workers in Gulf regions threatened by missile attacks. Cryptography is, at its core, “wartime mode for the internet”: public blockchains are designed to withstand data-center attacks and network censorship, and stablecoins—such as gold-backed ones—have already achieved global adoption and proven utility.
Balaji suggested beginning with reliable consumer tools built during peacetime, requiring minimal modification to meet wartime needs. He cited Signal’s applicability even in low-resource regions as an example, and called on the industry: “We can do more.”
