Huatai Securities: U.S. government could temporarily shut down on October 1 under base case scenario
According to Jinshi Data, Huatai Securities' research report indicates that the U.S. Congress has yet to pass a short-term funding bill. If no compromise is reached by October 1, the U.S. government may temporarily shut down. This marks the second time the U.S. government faces a shutdown risk since Trump returned to the White House. Unlike the March government shutdown turmoil, both Republicans and Democrats now believe a shutdown benefits their side more—especially the Democrats, who see little short-term gain in compromising on the short-term funding bill. Under the current political climate, we assess the likelihood of a bipartisan agreement before October 1 as low, making a government shutdown the base case scenario. Roughly estimated, a one-week U.S. government shutdown would drag quarterly GDP growth by about 0.1 percentage points. This crisis may further amplify concerns over U.S. political polarization and fiscal sustainability, and combined with recent strong economic data, could increase Treasury bond volatility. If the dollar continues to rebound, market liquidity might turn tight in the short term.
