Japan eases cryptocurrency regulations, EDCON 2025 makes a major comeback in Osaka
EDCON will return from September 16 to 19, with Vitalik Buterin and Adrian Li of the Ethereum Foundation delivering keynote speeches.

With the recent push by Japan's Financial Services Agency (FSA) to reclassify cryptocurrencies as financial instruments through new legislation, and growing institutional interest in Ethereum continuing to drive ETH prices upward, EDCON 2025 will mark its eighth global edition and return to Japan. EDCON2025 brings the Ethereum community to Osaka for high-level discussions on protocol evolution, financial integration, and real-world adoption.
The event will take place from September 16–19 at Congrès Square Grand Green, expecting over 6,000 developers, researchers, founders, and policymakers from around the world. The conference is being co-organized with public institutions and enterprises, including Osaka Prefecture and the Osaka Innovation Hub.
EDCON will serve as a key component of the large-scale international innovation event Global Startup Crossroads–Osaka, running concurrently with the Global Startup EXPO at the 2025 Osaka-Kansai World Expo.
“Holding EDCON in Osaka demonstrates our strong commitment to supporting local entrepreneurs and advancing the application of innovative technologies that will shape Osaka’s vibrant future,” said Osaka Prefecture and the Osaka Business Development Agency (Osaka Innovation Hub). “These initiatives complement Japan’s recent progress in cryptocurrency regulation, placing Osaka’s dynamic business community in a unique position to seize new opportunities.”
This year, keynote speeches will be delivered by Ethereum co-founder Vitalik Buterin, Adrian Li from the Ethereum Foundation, and other top industry figures, with participation from numerous Layer 2 networks (L2), DeFi protocols, Japanese corporations, and financial institutions.
From Regulatory Shifts to Real-World Infrastructure
Japan’s Financial Services Agency (FSA) recently proposed redefining cryptocurrencies as financial instruments under the Financial Instruments and Exchange Act (FIEA) framework. This move signals growing institutional consensus and could pave the way for licensed ETFs, reduced capital gains taxes, and the integration of stablecoins into banking, fintech, and public infrastructure systems.
This policy shift forms the core theme of EDCON 2025—driving the development of compliant and scalable systems on Ethereum, from protocol upgrades to real-world deployment.
Key Conference Topics Include
-
Stablecoins and Tokenized Finance: Compliant issuance, Japan FX use cases, real-world asset (RWA) integration
- Ethereum Protocol and Roadmap: Fusaka upgrade, ZK-EVM, PeerDAS, Blob scaling, zkFOCIL, ePBS, cross-L2 interoperability
- Crypto x AI: DeFAI, verifiable machine learning (Verifiable ML), AI governance and alignment via DAOs
- Cryptography and Privacy: Privacy-preserving identity and reputation systems, zero-knowledge proofs (ZKP), fully homomorphic encryption (FHE), multi-party secure computation (MPC), quantum-resistant cryptography
- Consumer Applications: Wallet UX optimization, mini-app ecosystems, pathways to mass adoption
- Decentralized Acceleration (d/acc): Infrastructure sovereignty, decentralized science (DeSci), open-source innovation acceleration
From Community to Community
Since its inception, the Ethereum Developer Conference (EDCON) has been a community-driven gathering, consistently fulfilling its mission of fostering communication and collaboration within the global Ethereum community.
For EDCON2025, the EDCON team is collaborating with multiple communities across the ecosystem to launch a series of joint programs, each creating unique stages and experiences:
- Student track in partnership with the Japan Student Web3 Association, bringing together student representatives worldwide to explore how the next generation can engage with Ethereum development.
- Two workshops with BGIN focused on cybersecurity and privacy pool standardization.
- An Open Build collaboration workshop on open source.
- A workshop with Uniswap Foundation exploring Uniswap v4 Hooks.
- A VC Connection Stage with Web3 Salon, featuring a startup competition dedicated to emerging Web3 startups.
- A Super Demo session with Akindo showcasing next-generation innovations from Ethereum projects.
