Dora Factory airdrops to 1.04 million Cosmos stakers, launching the largest-ever privacy public goods governance initiative
With 1.04 million addresses qualifying for the voting whitelist, Dora Factory has simultaneously launched the largest MACI voting round in history.

Dora Factory, a pioneering infrastructure for decentralized governance and public goods funding, airdropped DORA tokens on June 5, 2024, to all Cosmos staking addresses, with approximately 1.04 million addresses qualifying for the airdrop. This initiative aims to invite the Cosmos community to engage in privacy-preserving governance of public goods. With 1.04 million eligible addresses added to the voting whitelist, Dora Factory simultaneously launched the largest-ever MACI (Minimal Anti-Collusion Infrastructure) voting round, making history in privacy voting technology.
1.04 Million Cosmos Stakers Receive Airdrop
On June 5, every staker wallet in the Cosmos community received DORA tokens. DORA is the native network token of Dora Vota, a decentralized governance application chain developed by the Dora Factory team using the Cosmos SDK.
This airdrop covered all Cosmos stakers—over 1.04 million addresses—and ranks among the most extensive and widely distributed airdrops in blockchain history. The number of Dora Factory token holders has now surpassed one million. The airdrop aims to mobilize the entire Cosmos community—one of the most active and governance-enthusiastic on-chain communities—to participate in a significant public goods governance experiment.
Launch of Quadratic Funding Vote for ATOM Economic Zone
After receiving the airdropped DORA tokens, Cosmos community members can participate in the Quadratic Funding program for the ATOM Economic Zone (AEZ), jointly initiated by DoraHacks and Dora Factory with ATOM Accelerator. Participants can use ATOM to support public goods teams they value, provide early-stage developer funding, and determine the allocation of an 8,000-ATOM matching pool. The quadratic voting smart contract is deployed on the Dora Vota network, and community members can use their airdropped DORA tokens to cover voting transaction fees.
This vote is more than just allocating an 8,000-ATOM prize pool among 16 early-stage projects; it's a crucial community governance experiment that harnesses collective power to decentralize support for public goods and promising early development teams. The quadratic funding mechanism ensures that even small community donations have maximum impact, truly embodying the ideal of "many hands make light work."
Privacy-Preserving MACI Voting
At the same time, Dora Factory invites community members to participate in MACI (Minimal Anti-Collusion Infrastructure) privacy voting, which includes a $20,000 USDC prize pool for participating teams. Unlike traditional quadratic voting, voters can cast votes for public goods without revealing their identity (address information). Addresses with higher ATOM stakes receive more Voice Credits, granting them greater voting power. Through MACI voting, Dora Factory aims to introduce the Cosmos community to cutting-edge privacy-preserving voting tools and lay the foundation for integrating secure, private, and anti-collusion governance technologies into broader future governance scenarios.
Comprehensive Support from Dora Factory
To ensure seamless participation for all community members, Dora Factory will leverage the native gas station feature of Dora Vota to fully subsidize all voting transaction fees. This means participants will incur no costs whether engaging in quadratic funding or MACI voting. The fee subsidy fulfills Dora Factory’s commitment to the community outlined in governance proposal 917 and underscores its strong support for widespread adoption of decentralized governance technologies.
A Historic Community Governance Event
This airdrop and voting event is not merely a technical trial—it represents a historically significant community governance milestone. If the community responds actively following the native integration of quadratic funding into Cosmos Hub, Cosmos could become one of the largest decentralized on-chain communities supporting public goods.
After the successful passage of Cosmos Governance Proposal 917 in June 2024, this first round of the two-year quadratic funding program for the ATOM Economic Zone features numerous outstanding projects. By distributing airdrops and covering transaction fees, the Dora Factory team encourages community involvement and draws attention to the importance of public goods development.
Largest-Scale Privacy Governance Experiment
This implementation of Minimal Anti-Collusion Infrastructure (MACI) voting marks the first use of this technology within the Cosmos community. Dora Factory has created whitelists for 1.04 million addresses—the first time MACI privacy voting has scaled to a million-address whitelist. This stands as the largest MACI voting experiment in the technology’s history. The Dora Factory team invites the Cosmos community to actively participate and co-create Web3 history.
About Dora Factory
Dora Factory is a leading protocol stack for decentralized governance, providing governance frameworks and long-term incentives for global hacker movements, open-source communities, and decentralized organizations through Public Good Staking and Dora Vota. Dora Factory pioneered public goods staking infrastructure, transforming how PoS ecosystems fund developers over the long term. Dora Vota offers a comprehensive decentralized governance platform where users can create programmable governance mechanisms such as MACI and quadratic voting via an open platform, reducing the cost of decentralized governance and laying the foundation for its broader adoption.
