TechFlow reports, on July 25, a bipartisan U.S. House bill requires that AI models with training costs exceeding $100 million must be equipped with a "kill switch" that can be turned off, and developers must be able to stop inference and cut off user access. Violations incur a fine of $2 million per day. If the system causes 10 deaths or $100 million in losses, the company must report within 15 days. The bill acknowledges that downloaded local weights cannot be remotely shut down.
