Japan Plans to Launch Bitcoin ETF in 2028, May Be More Favored by Individual Investors

TechFlow news, July 23, according to Nikkei, Japan is expected to launch Bitcoin ETFs as early as 2028. With the revised Financial Instruments and Exchange Act bringing crypto assets under financial product regulation, the Japan Financial Services Agency plans to adjust rules related to investment trusts, allowing funds and ETFs to designate crypto assets as primary investment targets. Multiple asset management institutions are already evaluating the possibility of participation.

Surveys show that Japanese institutional investors' interest in crypto asset allocation is rising, but considering the relatively limited scale of domestic institutional capital and the high proportion of cash in residents' financial assets, the market expects that the main incremental funds for Japan's Bitcoin ETFs may come from individual investors, potentially attracting up to approximately 3 trillion yen in inflows by fiscal year 2028.
