TechFlow news, on July 18, Pang Xiaogang, Deputy Director of the State-owned Assets Supervision and Administration Commission (SASAC), stated at the China Telecom AI Ecosystem Forum held during WAIC2026: "Central SOEs must keep up with the industry frontier, continuously iterate foundational large models, tackle key foundational algorithms, physical AI, intelligent computing chips, quantum communication, and other original technologies, adhere to 'national models, national chips, national use', and improve the full-stack autonomous ecosystem of software and hardware." According to reports, SASAC has deepened the "AI+" special action for central SOEs, issued special support policies, and conducted layered and graded talent training for three consecutive years. It promoted central SOEs to cultivate and open up more than 1,200 scenarios in key industries, actively adapt to all categories of domestic chips, put into operation 5 computing clusters with 10,000 cards each, and accelerate empowerment across thousands of industries. Pang Xiaogang stated that central SOEs must increase investment, expand the scale of self-built and managed intelligent computing, enhance cross-domain heterogeneous computing power scheduling capabilities, accelerate the promotion of computing power collaboration and direct green power connection, and provide computing power services for inclusive applications externally.
